Job Role : Program Controls Director (Rail)
This is a unique opportunity to lead project controls for a nation transforming program, to develop a team of managers and work alongside a highly motivated team of professionals in a fast paced environment.
The Program Controls Director will play a leading and pivotal role in supporting the project executives, functional leaders and Construction Directors in monitoring and controlling the course of the Program.
The responsibilities will include;
Exercise independent and professional judgment in solving problems, coordinating and illustrating issues as they relate to schedule and cost variances.
Communicate with the Client's Representative to illustrate and advise actual verses planned progress.
Develop and own processes for systematic monitoring review and reporting of project metrics. These processes are to ensure that project governance, is effective and fit for the purpose of making timely and effective decisions during the course of the project.
Manage and analyse data provided by relevant parties.
Expertly review and critique reports and submissions by the Contractors; and review the Earned Value reports for the project.
Succinctly summarize reports and present the analysis to executive management.
Overall responsibility for the day to day relating to all project controls activities including in summary;
High level processes, systems, conducting appropriate meetings, providing appropriate reports required to monitor and control the overall schedule which will also take into account changes relating to cost and risk changes.
Keeping the program leadership informed of the program schedule and significant events that may jeopardize the project outcomes.
Provide critical thinking and independent assessment where needed to verify the program direction.
Participates in key management meetings and will regularly be asked to make presentations of the current status of various parts of the project.
A qualified and appropriately experienced engineer, planner or project controls leader with a relevant career record and strong communication and inter-personal skills.
A graduate with more than 20 years post qualification experience in hands-on use (at high-level) of planning, reporting and cost control systems tools and techniques.
Progress reporting of complex, mega construction projects.
A in-depth working knowledge of major rail, transit, transportation or other heavy civils projects.
Proven experience in auditing large data sets and then presenting dashboard summaries and succinctly reporting key issues visually as well as well as in written reports in a compelling manner.
Have strong presentation skills in front of general managers and executives alike by developing and utilising visual aids to help to do so regarding the overall project as well as on specific program related matters.
Experience leading and developing a team of senior Managers
Skills, Knowledge and Experience
Ability to critique and challenge objectively and with confidence and guide staff on project controls related issues.
Strong written and oral communication skills in the English language.
Experience in the various contract types.
20 + years experience in Project Controls.
Have worked on mega projects ($multi billion in scale).
Middle East experience is desirable.
Bachelors Degree in Engineering or a related discipline.
Training in project controls tools such as Primavera P6.
