ENGINEER, QUALITY CONTROL (WORKSHOP) JOB PURPOSE : Develop, plan, coordinate and provide technical support and advice to Team Leader, Quality Control (Site & Workshop) on QA / QC and best practice on Industry matters associated with design, maintenance and inspection of new and existing plant Mechanical Equipment and give necessary quality assurance and Quality control support as needed.
KEY ACCOUNTABILITIES :
Plan, coordinate and provide technical support and advice on QA / QC matters associated with design, maintenance and inspection of new and existing plant mechanical equipment and associated facilities and give necessary quality assurance and Quality control support
Develop Inspection and Test Plan (ITP) and QA / QC Inspection Checklist of every Mechanical equipment to ensure that all stages of activity are properly controlled, attended / inspected and accepted or rejected.
Assure all equipment QA / QC Inspection check sheets are correctly and completely validated by the assigned individuals and carry out activities of Inspection and ensure hold point are duly signed off by respective Inspection Engineers.
Review, circulate to all stakeholders especially C&1D for comments and finally approve all sub-contractor's QA / QC program, ITP, procedures, WPS, WQT and other related QA / QC issues.
Review and approve all package completeness with regards to QA / QC issues for all prefabrication activities.
Conduct and verify subcontractor's facility QA / QC program effective implementation and recommend accordingly.
Review and approve welders' performance certificates / records and recommend accordingly for actual WQT.
Ensure and co-ordinate with C&ID all Inspection activities are carried out during Turnaround and routine Maintenance activities.
Ensure that all QA / QC records are available for all Turnaround works which are executed at Workshop.
Review and finally approve all ITP and QA / QC inspection checklist if all required inspection activities have been carried out, accepted and signed by all concerned approving authorities.
Review and ensure the completeness of all QA / QC records into a Dossiers as per contractual requirements.
Review, approve and compile QA / QC Document dossiers for the assurance that these activities are recorded in order to give full traceability.
Co-ordinate all maintenance routine activities, Central Workshop and Site Works for Mechanical equipment are fully complied with and all documents are in place.
Visit subcontractor's facility during any maintenance, repair and overhaul as required, review final QA / QC documentation prior to any required test and delivery as per required ITP.
With co-ordination of Workshop Engineers and Supervisors to prepare the QA / QC check list for project specific QA / QC Plan.
Co-ordinate, supervise and document all quality control issues / documentation for specific project standards.
Support TLW and field supervision regarding the requirements for 3rd Party QA / QC Inspection whenever applicable
Participate in HAZOPs, Technical reviews, Risk Assessment, Safety Audits, Modifications.
Perform the role and bears the responsibilities assigned to his position according to the provision of the Company HSEMS Manual.
Demonstrate appropriate levels of knowledge and responsibility regarding Technical and Operational Integrity processes of ARMS.
Bachelor Degree in Mechanical Engineering or Metallurgy Engineering
10 years of experience in QA / QC Functions Fabrication / Installation, Maintenance, overhaul / shutdown and application of mechanical equipment associated with the Oil& Gas or Petrochemical industry in a similar level.
Good Interpersonal and influencing ability
Good knowledge of spoken and written English
Knowledge of all applicable International Standards & Codes in Mechanical, Civil Structural, Painting, Refractory and basic Elec.&Instr. Engineering
Conversant in all aspects of Inspection of material, mechanical piping works, Static & rotating equipment, Major machinery, Structural, civil works and cathodic protection.
Familiar with the four major NDT methods (RT, UT, DPT & MPT) including interpretations of results and other applicable NDT methods such as Eddy Current, IRIS, Boroscopy and others.
Conversant with the development and qualification of WPS / PQR and WQT for all kind of materials.
Good analytical and problem solving skills
Technical Report Writing
Ability to deliver presentations and prepare technical papers

ASME B31.3 (Process piping)
API 598 (Valve Inspection and Testing)
