Job Description

The Country Compliance Officer role supports Pharma and Oncology divisions across the Gulf countries (UAE, Kuwait, Bahrain, Oman, Qatar & Yemen).

The scope of the job includes the following :

  • Enable and drive integrity and ethical business conduct through local implementation of the Integrity & Compliance program and Frameworks ( establish, embed and enforce ) for Code of Conduct (CoC), Anti-
  • Bribery (AB) and Professional Practices Policies (P3) in the Divisions.

  • Ensure overall coordination and harmonization of Compliance activities in the country across the Divisions.
  • Identify and drive the realization of cross-divisional synergies.
  • Ensure assessment of Compliance risks, coverage, skills and resources at local level and development of plans to upgrade, as required.
  • Drive exchange, communication and alignment across the Gulf countries and ensure presence and participation in the CEC Meetings.
  • Support Group Integrity & Compliance in addressing strategic priorities at a local level.
  • Compliance Framework

  • Establish compliance standards based on internal policies and guidelines / implementing procedures (CoC, BPO, Anti-Bribery AB and P3) and on applicable local laws and regulations incl.
  • industry code. Align local standards with global minimal standards and ensure that in all cases the most stringent is applied.

  • Develop and implement local communication and training plans on relevant policies and procedures ( CoC, AB, P3, BPO) based on overall MENA and group / wide plans and other local applicable training requirements.
  • Champion speak-up, transparency and a culture of integrity throughout the organization
  • Engage Gulf leaders to leverage Integrity messages and promote and foster a culture of Integrity in the Gulf
  • Continually provide advice and guidance to the business on compliance topics and challenges
  • Together with the relevant members of the local management team, foster ethical behavior by ensuring compliance criteria are included in objectives / incentive process
  • Actively engage in Gulf external (PhRMAG industry association) and internal Compliance networks to identify emerging trends in the Gulf market, regulatory environment as well as in business practices and to share best-
  • practices within the country.

  • Conduct compliance risk assessments including third-party due diligence / audits and other applicable self-assessments to monitor the status of the compliance program, within the Pharma division at Gulf level annually and inform country leadership on identified risks.
  • Align compliance risk mitigation plan with management.
  • Regularly update country leadership and regional / global compliance on the status of the compliance program.
  • If possible and as requested, support or conduct investigations of alleged misconduct based on allocation of responsibility by the BPO.
  • Support country management in proposing and implementing sanctions relating to BPO cases for consistency of sanctions throughout the country (BPO resolution process) Integrity & Compliance Function
  • Regularly review the organization of the Gulf Pharma Integrity & Compliance Function and propose improvements to the Local Management, if and as applicable.
  • Position Integrity & Compliance Gulf-wide as a strategic and value-adding partner to guide, support and where necessary also challenge the business.
  • Assess Compliance risks, coverage, skills and resources at local level and develop plans to upgrade these (if and as required)
  • Minimum requirements

    Degree in Business or Law / Pharmacy Degree or other relevant subject matter (e.g. College / University Degree)

    English (written and oral) required. Local language is desired

  • Strong previous experience in Compliance field is preferred, with 5+ years exposure in :
  • a. Manage I&C project in a leadership capacity;
  • b. Work with people from cultures other than own;
  • c. Work with Global or regional organizations;
  • d. Compliance program operation; Communication / Training; Crisis Management

    Ability to develop, coach and lead people to deliver results

    Demonstrate strong change management capabilities through influential leadership

  • Lead projects to a successful conclusion on a timely manner and manage project resources & budgets effectively;
  • Ability to partner effectively with the Business and other Functions

    Experience in the Healthcare industry is required
