We are looking to place a Storage Tank Program Manager to provide on-site support at Al Dhafra AB, United Arab Emirates.
This effort will include providing program and project-level Advisory and Assistance Services (A&AS) in support of Air Forces Central Command (AFCENT) requirements / projects.
Use Automated Data Processing (ADP) systems, such as Microsoft Suite (Excel, Word, Power Point, Access, and Outlook), and the Automated Civil Engineer System (ACES) to assist Al Dhafra AB.
Collect data on services, including environmental programs, and analyze and report on findings.
Support Program Management Reviews, staff meetings, program discussions, and strategy sessions.
Coordinate and review data deliverables for functional and technical accuracy / completeness, and for compliance with applicable regulations;
and assess and advise whether the technical deliverables satisfy specifications and schedules.
Assist in documenting program files, organizing files, organizing format for active file use, and staging.
Assist Al Dhafra AB with performing monthly and annual inspections and routine maintenance on its inventory of 86 small petroleum tanks (
Assist with coordination, inspection, and guidance of the maintenance of Above Ground Storage Tanks (ASTs) and Type 3 Hydrant Tanks on Al Dhafra AB.
Assist with the Storage Tank Accounting and Reporting (STAR) database requirements at Al Dhafra AB.
Develop and maintain tank program records in accordance with Steel Tank Institute (STI) guidance, and Al Dhafra AB-specific guidance.
Track all inspections, deficiencies, maintenance, and repairs.
Provide guidance, consulting, and recommendations to / with Tank Custodians.
JOB REQUIREMENTS :
Bachelor’s Degree in Environmental Science, Environmental Engineering, or a related field.
Minimum of 5 years of related experience.
Experience working in environmental operations management for the DoD, and previous experience working environmental field duties.
First responder training and 40-hour HAZWOPER training is required.
STI Inspector certification is required.
Experience with the implementation of Overseas Environmental Baseline Guidance Document (OEBGD) within South West and Central Asia is required.
Knowledge of AFCENT and Al Dhafra AB and their requirements / programs is desired.
Knowledge of regulations on use of Petroleum, Oils, and Lubricants (POL) at Al Dhafra AB, including 40 CFR for spill prevention, management standards, training standards, exercise standards, and spill reponse plan;
the Steel Tank Institute (STI) guidance; and the 380th Air Expeditionary Wing (AEW) Petroleum Storage Tank Management Plan 32-7 is desired.
Experience working in training is desired.
Working knowledge and understanding of DoD policies, standards, and specifications is required.
A working knowledge of other environmental statutes and regulations is desired.
Active SECRET clearance is required.
Strong written and oral communication skills.
High degree of organization.
Proficiency with MS Office Applications (Word, Excel, and / or Adobe).
