Job Description

PROJECT COST CONTROL ENGINEER BASIC FUNCTION Controls maintenance cost including materials cost related to all maintenance activities carried out in the Division.

Identifies maintenance works suitable for contracting out and prepares detailed specifications and work scope thereof. Participates in preparation of annual maintenance budgets, monitors maintenance expenditure and annual maintenance budgets, monitors maintenance expenditure and prepares periodic cost performance and management reports with indices.

Participates in progress monitoring of contract execution works and during shutdowns.


  • Assumes responsibility for all aspects of contracts management and follow-up in the Maintenance Department. Includes controlling expenditure, reviewing invoices and back-up documents and clearing them for payment, maintaining financial commitment records for contracts, and highlighting to management any variances or additional claims with suggestions for corrective action.
  • Maintain adequate control over the Maintenance Department budgets through continued monitoring of expenses to ensure that they stay within budget limits.
  • Reviews the monthly variance reports, highlighting to Supervisor those variations requiring particular attention. Clarifies with concerned personnel any abnormalities in posting the cost.

  • Prepares various cost performance and other management information reports with cost performance analysis to keep management advised of cost trends and implications.
  • Includes highlighting actual expenses against approved budgets, computing performance indices and comparing them with internationally accepted standards, and providing recommendations for improvement.

  • Provides assistance to Planning Engineers and planners regarding planning and preparation work of specific modular or manor turnaround maintenance activities.
  • Including follow-up with Operations personnel for coordination of maintenance works prior to scheduling and for the preparation of additional resources to keep backlog within acceptable limits.

    Follows up on work progress of scheduled maintenance activities.

  • Reviews work orders required to be contracted out. Prepares detailed technical workscope document. Provides technical clarifications on work scope to bidders and contracts Engineer at PSD.
  • Reviews proposed bidders for the job based on performance. Participates in technical bid evaluation. Attends any clarification / negotiation meetings with bidders and PSD representative.

  • Participates in progress review meetings with contractors for monitoring periodically the performance, and suggests corrective steps in case of deviation from agreed schedules.
  • Provides clarifications or interpretation of contractual terms / clauses to engineers responsible for field execution of work.

    Initiates Provisional and Final Acceptance Certificates.

  • Prepares detailed technical work scope for modular and major turnarounds in consultation with Planning Engineers / Area Engineers.
  • Liaises with concerned personnel in Maintenance Department to prepare detailed specifications and workscope of activities required to be contracted out.

    Includes review and analysis of historical work records, discussion of manpower utilization statistics and investigation of work methods.

    Participates in all tender preparation activities, site visit of the bidders and bid evaluation up to the stage of contract agreement.

    Participates in progress monitoring of contract execution to endure conformity to specified terms and conditions, and in progress monitoring during shutdown.

    Assists supervisor in preparation of detailed post shutdown report.

  • Reviews annual requirements for labour, special requirement, and manpower hire and contracts for specific maintenance jobs and any plant emergencies.
  • Analyses own manpower, equipment and those from other Operating Centres and Company to determine additional needs. Initiates necessary documents for obtaining management approval and, subsequently, prepares fax of intent and short term agreements for labour / equipment / services hire.

  • Participates in the preparation of annual budget proposals for Maintenance Department. Includes collecting data from various maintenance sections, coordinating such data to identify requirements for man-hour, materials and services, and preparing detailed justifications for proposed expenditure.
  • Reviews materials consumption reports prepared by subordinates to keep track of prevailing patterns, highlights abnormal trends and examines implications, providing recommendations as appropriate.
  • Checks that purchase requisitions are issued in time for replenishment. Ensures the maintenance and updating of necessary records.

  • Assists in preparing training programmes for National employees undergoing on the job training by identifying specific raining needs.
  • Provides essential training and guidance to trainees, developees and other subordinates with a clear objective of career development.

  • Performs other similar or related duties, as assigned. Includes maintaining and updating contractor's performance data, cost data and plant assets register for future references;
  • initiating timely action for revalidation / implementation of body shop contract; liaising as necessary to ensure safety orientation of contractor personnel prior to work;
  • and complying with mandatory safety regulations.

  • Ensures that all expenditure are committed as per DOA
  • Ensures that all procedures for commitment of high value PR & Contracts are adhere to.
  • Prepares detailed un-priced bid evaluation report with necessary presentation handouts to PSC
  • Assist in the preparation of all documents for WSO Contract Committee 'B' submissions.
  • Prepare necessary justification to management in case of variation noted in contracts.

  • BSc. In Mechanical Engineering or equivalent degree.
  • 5 years experience in maintenance planning, cost control and contract management, preferably in an oil / gas or petrochemical industry.
  • Good computer knowledge.
