  • Extensiveexperience in designs related to management systems, train signalling andcontrol systems, telecommunications systems, traction power systems, SCADA and operationcontrol centres.

  • Abilityto work closely with third parties including the rail regulator and railoperating company and Independent Safety Assessor (ISA).
  • Goodunderstanding of integration of new and older rail systems and control of configurationchanges of the railways system assets and hazards.

  • Reviewthe Contractor’s System’s Assurance deliverables and all updates for complianceagainst the Contract Documents and Employer’s requirements Systems AssurancePlan, Systems Safety Plan, Testing & Commissioning Plan and Operation &Maintenance Plan and shall ensure the deliverables are fit for purpose, or makerecommendations for improvement.
  • Ensurethat the Contractor’s system assurance activities are fully compliant with thecontract requirements and EN 50126, EN 50128 and EN 50129 and Modsafe.
  • Ensurecompliance to the applicable legislation and statutory requirements, and allcustomer specific requirements.
  • Havean advisory and acceptance role on issues related to systems’ and Civil relatedRAMS, on issues related to assessments of systems’ and civil safety and shallprovide guidance throughout the entire safety certification procedure.
  • Developand document the Roadmap to Safety Certification and System acceptanceProcedure for the Project in participation with other managers and with inputfor the Employer and ISA.
  • Reviewand approve the Safety Cases required as issued by the Contractor and liaisewith the ISA and Employer to ensure all parties are in agreement or resolve anissues raised.
  • Havean advisory and acceptance role on technical issues related to design reviewand compliance with the specifications.
  • Controlthe system assurance tasks during the Project lifecycle in accordance with EN50126 in order to ensure that the System is operable and fit for purpose, thatthe System operation and functional requirements are fully delivered and realised,that risks to the riding public, employees and property are minimised and thatthe reliability availability and maintainability targets are achieved.
  • Reviewall safety submissions prepared by the Contractor for compliance with therequirements of EN50126 before submittal to the Employer.
  • Ensurethat the Contractor provides all necessary assistance to the Independent SafetyAssessor (ISA) for the review of such safety submissions and monitor theContractor’s efficient response and actions to close the ISA comments.
  • Reporton progress against this issue.

  • Carryout audits to ensure that the entire System and Civils Safety program isdelivered and guarantees that the performance of the System is compatible withthe overall high safety standards of a driverless railway system.
  • Participatein the PSJV audits on the Contractor and support audits undertaken by the Employeras and when required.
  • Ensurethat the System RAM requirements defined in the Contract documents areimplemented by the Contractor and are measurable.
  • Monitorprogress of the Contractor’s Hazard Log and implementation of the ControlMeasures to demonstrate the achievement of the safety requirements in thesafety cases including attendance to the Employer’s HAZID Workshops and HazardWorking Group Committees.
  • Ensure implementation of the Employer’s HazardManagement process and the stages of implementation verification, validation,hazard transfer and acceptance.

  • Verifyand review the continued adequacy, suitability and effectiveness of implementedsystems and services.
  • Performsother responsibilities associated with this position as may be appropriate.
  • Ensurethat the Contractor delivers all key systems assurance deliverables to thesequence required by EN 50126 and the Contract.
  • Ensurethat a systems assurance approach is adopted by the Contractor throughout theProgramme that meets the required Reliability, Availability, Maintainabilityand Safety (RAMS) targets.
  • Worktogether with the Contractor and Operator to develop and recommend for the Engineer’s approvala systems availability monitoring plan / RAM demonstration Plan.
  • Setup, manage, co-ordinate and monitor the Safety Review Panel. This will includemanagement and compliance review of all Civil Infrastructure and the Contractorsafety submissions, ISA reports, and third party stakeholder submissions.
  • Preparethe Engineering Safety Case on behalf of the Client, in conjunction with the Contractor,using their approved subsystem safety cases.
  • Participatein the Configuration Impact Management Procedure (CIMP) and Asset ConfigurationChange Acceptance (ACCA) Procedure of the Operator including attendance to allmeetings required by the Employer and all deliverables required to be reviewedand approved for all changes or interfaces between the existing metro and thenew extension and any enhancements being made to the existing system during theupgrade works.
  • IssueNo Objection Certificates for the Enhancement works associated to the CIMP asrequired to confirm the PSJV acceptance of the documents that is required forthe Operator to authorise the ACCA and any necessary Permits to Work (PTW).
  • Establishand manage the collection of all FAT and Test failure results and control ofthe assessment of them through the FRACAS procedure and the review andacceptance of the results through the Failure Review Board (FRB).
