SENIOR QA / QC MECHANICAL COORDINATOR (TURNAROUND)

Undertakes, supervise, review effective impelementation of the QA / QC System in Company Turnaround and routine maintenance works which are designed to improve Health, Safety & Environment, operability, maintenance, process efficiency and production increase in accordance with the latest international and company standards & codes of practice.
Develop, plans, coordinates and provides technical support and advice to Manager of Turnaround and other stakeholders Mnagers / Heads on QA / QC and best practice on Industry matters associated with design, maintenance and inspection of new and existing plant.
To carry out the Roles and Responsibilities of a Senior Quality Control Coordinator in compliance with AIRMS and ITMS requirements.
Main functions shall not only be limited during the entire Turnaround activities (from start of Continuous Planning, Concept Phase, Defining Phase, Detailed Planning Phase, Turnaround execution Phase and Post Turnaround Execution Phase), but including the routine maintenance activities.
Scope of Duties :
Ensure that Company requirements during the entire Major shutdown including regular routine maintenance activities for quality are fulfilled and demonstrated during Planning and Implementing Quality during Shutdown execution through all stages from Concept Design / Engineering, Production of Tender for Construction, Procurement of services / materials till commissioning.
Support and advise to the Manager of TAPD including all Departments that request any clarifications with regards to QA / QC issues.
Maintains / update Turnaround Manager the daily weld repair rate, welder's performance and other QA / QC concerns during turnaorund period.
Assists the Manager and Department engineers in developing scope of works for Third Party Inspection Contractual Agreement and monitors the effectiveness of Contractors performance.
Assist in Identifying and recommending action plans in solving operation and process problems to resolve and prevent quality issues.
Participate in Management Review Meetings.
Develop Company Turnaround Project Quality Plan and QA procedures and standardize required Inspection & Test Plan (ITP) / QA / QC Inspection checklist that may be identified in improving QA / QC System.
Surveys and assess Vendors, Contractors, Consultants and Manufacturers with regards to thier their capabilities especially effective implementation of QA / QC programme.
Reviewing / preparing requirements for the scope of QA / QC elements (like documentation, QA / QC requirements, qualified QA / QC personnel, etc.
in Tender for Major shutdown.
Evaluating / Assessing submissions of the Contractors and sub-contractor's Project Quality Progamme and verifies its implementation in relation to their supplied products and services.
Prepares recommendations on supplier's performance and capabilities with regard to QA / QC.
Carries out inspection at manufacturer shops and assists personnel at site in the receipt and technical evaluation of inspection certification and reports.
To plan and carries out regular Quality Audits and Site / Shop surveys of Manufacturers, Contractors / Consultants and Suppliers.
Provides QA / QC support services on Supplier Evaluation and Procurement Inspection requirements of equipment, spare parts and materials.
Responsible for reviews and approval of all inspection and test plans (ITP) and quality control plans from contractors and suppliers.
To participate in Design contractor's Technical design / discipline reviews of deliverables and quality system documentation, Inspection / tests with acceptance criteria or compliance to be produced by contractor in line with the stated requirements of Company, National, International standards and other applicable requirements.
Monitor and verify all non-conformities raised and assist Management Team in taking effective corrective actions for their closure.
Continuous improvement and maintaining the Integrated Turnaound Management Systems.
Reviews purchase requisitions and recommends inspection class / testing and certification requirements for the procurement of equipments, spare parts and materials.
Ensures that all inspection requirements have been fulfilled satisfactorily according to final approved drawings / documents and supplier quality plan.
Develops / suggests improvement to Company Procedures for the survey and performance monitoring of contractors / manufacturers / vendors in pre and post commitment phrases, related to QA / QC.
Regular contacts with Suppliers / Contractors for coordinating quality aspects of site visits. Regular contacts with Third Party Inspection Agencies to provide terms of references for inspection and to receive / discuss their reports.
To manage and supervise all TPI, Contractors QA / QC Engineers and QC inspectors for day to day QA / QC functions during Major shutdowns.
To attend / witness Welding procedure Specification qualification and its Procedure Qualification Records (PQR).
To interface and coordinate with all Company stakeholders with regards to the effective implementation of Quality programme during entire shutdown and routine maintenance activities.
Review and approve all critical inspection checklist, Quality Assurance / Control plans, Functional test plans, Inspection staffing plan and approve final Turnaound QA / QC Dossiers.
Minimum Requirements :
Bachelor Degree in Mechanical Engineering.
15+ years in Quality Assurance and Quality Control Engineering experience in Oil Refining & Gas Refining, Power Plant or Petrochem Industry with at least 10 years in a Senior position.
With at least 5 years as QA / QC in Major Turnaround activities.
Well conversant in all aspects of Inspection of material, mechanical piping works, Static & rotating equipments, Major machinery, Structural, civil works and cathodic protection.
Well conversant in all Oil & gas Industry applicable International Standards such as ASME, ANSI, API, ASTM, AWS, NACE, AISC, JIS, DIN, BS, etc....
Familiar with the four major NDT methods (RT, UT, DPT & MPT) including interpretations of results and other applicable NDT methods such as Eddy Current, IRIS, Boroscopy and others.
Well conversant with regards to the development and qualification of WPS / PQR and WQT for all kinds of materials.
With a good familiar understanding in Oil and gas processing plant facilities.
Fluent English written / Communications and technical reporting Skills
Good Team leader with Strong Personality and Team Working Skills

Certified as LEAD QMS Auditor by IRCA and at least conducted 10 Third Party QMS certification audit as a Lead Auditor by an IRCA accredited certifying body.
Certified by any accepted International accredited Piping / Welding Inspection Agency, NDT, Quality Assurance Agency (Such as AI, AWS, CSWIP, NACE and API) or any other accepted QA / QC Inspection Organization.
Knowledge in Painting, insulation and refractory Quality Inspection requirements.
Basic knowledge in Electrical and Instrumentation Inspection requirements.
