1. Location

1.1 The Project Manager will be working for Aspen Medical / UniTeam Medical based in the Corporate Office, Level 2 Al Badie Tower, Al Nasr Street, Abu Dhabi, UAE.

The Project Manager may be required to travel outside Abu Dhabi to inspect sites in Al Ain and (possibly) sub-contractor facilities in Dubai.

2. Background

2.1 In July 2018, Aspen Medical was contracted the Abu Dhabi Department of Health (formerly known as Health Authority Abu Dhabi) to build and operate six primary health care clinics in designated area across the Emirate of Abu Dhabi.

Under the terms of the contract, the facilities are to be operational by 30 Sep 2019.

3. Job Purpose

3.1 The Project Manager supports the Aspen Medical / Uniteam Medical General Manager by undertaking management oversight and responsibility for all activities relating to the implementation of the contract with the Abu Dhabi Department of Health.

This will include liaison and direction to the contracted Design and Management’ consultant company, the contracted construction company and liaison with Abu Dhabi Department of Health officials, municipal government authorities and other regulatory bodies as necessary.

3.2 The Project Manager will also be responsible for the directing and coordinating inputs from clinical, financial, HR, logistical and quality assurance specialists (and others as required) from within Aspen Medical / Uniteam Medical to ensure the on-

time and on-budget commissioning of the facilities.

4. Required Professional & Academic Qualifications, Licenses, Experience, Competencies & Personal Attributes

Project management

Bachelor’s degree or equivalent or relevant industry experience.

Minimum 5 years’ experience in a (preferably) medical project management role.

Experience working in UAE or other Middle Eastern country highly desirable.

4.2 Knowledge, Skills and Competencies

  • Administrative and reporting skills : competent in MS Word, Outlook, appropriate project management software packages eg Zoho and MS Project, Excel & PowerPoint.

    5. Duties & Responsibilities

    5.1 Project Management

    5.1.1 Provide guidance to, and liaison with, the contracted Design and Management’ consultant company on all aspects of the project.

    5.1.2 Provide guidance to the contracted construction company to ensure on-time, on-budget commissioning of facilities.

    5.1.3 Liaise with Design and Management’ consultant company and contracted construction company to ensure compliance with all Abu Dhabi building and statutory requirements.

    5.1.4 Liaise with Abu Dhabi Department of Health officials, municipal and civil defence officials as required.

    5.1.5 Schedule and attend regular meetings with Abu Dhabi Department of Health, contracted companies and specialists.

    5.1.6 Ensure all building, site and services defects are rectified in a timely manner before hand-over of facilities.

    5.1.7 Make decisions on all matters within limits of authority relating to the project.

    5.1.8 Authorise payments to contractors within limits of delegation.

    5.1.9 Provide advice to Aspen Medical / Uniteam Medical General Manager on progress of the project.

    5.1.10 Direct and coordinate inputs from clinical, financial, HR, Quality Assurance and other specialists as required in a timely manner to achieve successful commissioning of the facilities.

    5.1.11 Prepare progress reports for the Aspen Medical / Al Badie Group Working Group.

    5.1.12 Prepare progress reports for the Aspen Medical Board of Management.

    5.1.13 Oversee and manage transition from project’ to operational’ status of the facilities.

    5.1.14 Arrange on-going repair and maintenance contracts for facility services eg. air conditioning, IT, general building, medical equipment after commissioning.

    5.1.15 Must comply with Uniteam and Client’s policies and procedures and Code of Conduct at all times.

    5.1.16 Other duties as directed by the Aspen Medical / Uniteam Medical General Manager.
