The Dow Chemical Company is looking for an ES&S Expertise Leader.
The incumbent will coordinate and lead the continuous improvement of the Emergency Response and Security Services in the Middle East in order to enhance the risk awareness culture and meet regional and functional goals and requirements related to Security and Emergency Response.
This includes but is not limited to : Crisis Management, Emergency planning and exercising to include evacuation, Security inspections and Audits and Distribution Emergency Response.
Purpose of the ES&S Expertise Leader Role to provide leadership and counsel relative to security and emergency planning, preparation and response to :
The Country Team, Dow plants and joint ventures within the Middle East
Appropriate mutual aid and external or community organizations or associations
Implementation and utilization of the Emergency Services & Security (ES&S) work processes, best practices and most effective technologies.
Assessment of all infrastructure to support Expatriates duty of care responsibilities.
Development and improvement in the Risk Awareness Culture
Key Responsibilities for the ES&S Expertise Leader Role
Leads and directs ES&S activities to assure that the ES&S Work Processes (Security Planning, Preparedness & Response as well as Emergency Planning, Preparedness & Response) for the sites are fully implemented, up to date (including training), and in compliance with local regulations
Process Owner of Crisis Management System (incl. introductory and ongoing trainings, planning of table tops and drills), maintenance of the CM Team data and documentation.
Acts as link to the EMEAI Crisis Management Support Team.
Improves and maintains the Distribution Emergency Response System in local Process, Procedure, Site / plant responsibilities, Trainings for all ES&S personnel at the Reverse Osmosis Plant and MEIC.
Acts as a member of the Business Continuity Team, and other Security Networks or workgroups related to Security, Emergency Response or Distribution Emergency Response.
Promotes the Travel Security Process and gives proactive input from a local perspective to include advising the Country Leader with respect to travel restrictions.
Lead the efforts to constantly improve the productivity, performance and value of the local ES&S organizations and leverage best practices to other Dow locations or Joint Ventures.
Supports the Site ES&S Focal Points to assure compliance with all local and Dow requirements.
Leads and supports ES&S related audits and RCI s and assures execution of agreed action items.
Support training needs assessments and the consequent development and execution of effective training for the ES&S Focal Points, cost and productivity aspects.
Ensures the input into ES&S Focal Points performance management, counseling, motivation and policy setting
Initiates and leads Security Risk Awareness Culture development and compliance activities.
Contact for functional work processes (e.g. Operate plant / Immediate Response Leader) which link to the ES&S related tasks and Work Processes.
Serves as the Focal point for ES&S related questions
Representation of the Dow ES&S organization in external Security Work Groups
Lead training needs assessments and the consequent development and execution of effective training for Risk Awareness Culture
Ensures all Security related communications are effectively and timely delivered to key stakeholders to facilitate efficient Risk Mitigation response.

Active contribution in EMEAI ES&S Area Network
Active contribution in Global ES&S Expertise Networks and work groups
Participation in ES&S Audits and SVA s as Auditor
Key elements of the ES&S Network include :
Articulating the vision and direction of the function
Making decisions consistent with the vision and strategy for the function
Leading networks and teams in implementing standardized work processes, functional best practices, and most effective technologies
Leveraging of expertise throughout the sites and developing sites as needed
Developing & maintaining efficient strategic relationships and communications that bring value to the Dow ES&S Performance with other functions or teams
Ensuring adequate contingency plans are developed, implemented and tested relative to any security or emergency situation which could effect The Dow Chemical Company
Education / Certification Requirements
MUST have A Master's technical degree and / or MBA
Professional certifications with Organizations or Associations such as : Professional Fire or Security / Law Enforcement / Military Services
Experience in Chemical Plant Process Safety and Professional and Leadership position within ES&S
Language requirements fluent in English both written and verbal and good understanding of Arabic
The individual must have :
Excellent communications skills and the ability to relate well with all levels of internal and external clients.
Critical decision-making skills, especially during potentially stressful or emergency situations, which could have significant consequences to personnel or the company.
Comprehensive knowledge of Dow policies and procedures.
A comprehensive understanding of the functional, site and corporate emergency plans, incident command structure and Emergency Operations Center procedures.
A comprehensive understanding of the capabilities of individual ES&S personnel, teams and equipment; as well as others who may be called upon to participate in various routine and emergency situations.
The ability to manage multiple tasks, setting of priorities, and time management.
Organization, self-motivation, and self-direction.
Strong work habits, and capable of working equally well independently or as a member of a natural work team.
Strong team and meeting facilitation skills.
Strong leadership skills.
There is no pre-determined job duration.
Language requirements are Arabic and English.
