RPL and CATS Senior Specialist
The RPL and CATS Senior Specialist is responsible for executing Recognised Prior Learning (RPL) and Vocational Education Credit Accumulation Transfer System (VECATS) processes in line with set standards, policies and procedures.
The specific responsibilities include the effective : verification and maintenance of the Military Credit Framework (MCF);
processing of RPL data and information requests; supporting of the integrity of MQAB’s Vocational Education (VE) awarding system;
generation of VECATS & RPL operational plans, performance management data and reports; provision of support to Awarding Management and Qualification Development sections as required.
Duties and Responsibilities
Implement all relevant section policies, processes, procedures and instructions so that work is carried out in a controlled and consistent manner.
Adhere to the set policies and procedures including conflict of interest, risk, complaints, and data collection and management systems (including confidentiality) and report any breaches as necessary.
Identify opportunities for continuous improvement of systems, processes and practices taking into account international leading practice’ and changes in business environment, and leveraging insights provided by the DDG Office.
This includes managing and supervising the related change management efforts.
Contribute to the preparation of timely and accurate reports to meet the section requirements, policies and standards.
Attend and conduct assignments as described in the assigned committees’ terms of references.
Support the Awarding Management Manager in developing the VECATS framework and MCF in alignment with MQAB and regulatory requirements (e.
g. the National Qualification Authority (NQA), the Vocational Education and Training Awards Council (VETAC), Ministry of Education (MoE)).
Provide routine management of the MCF to ensure that the system contains complete and accurate information.
Manage the suspension and / or removal of credits and awards from the MCF.
Enact the e status of new authorised credits and awards on the MCF.
Support the Awarding Management Manager in the development of RPL system in alignment with MQAB and regulatory requirements.
Support Awarding Management staff with investigations of suspected erroneous RPL submissions.
Provide briefing and information on VECATS and RPL systems and / or frameworks as directed.
Plan and oversee continuous improvement activity for the VECATS and RPL systems, integrating R&D activity, MQAB lessons identified and external good practice.
Compile RPL and VECATS performance management data and / or reports for section managers or other MQAB staff as directed.
Conduct all internal and external activities in line with applicable data protection requirements and policy.
Liaise with qualification development, award management and External Verifiers (EVs) staff to ensure that credit and award information is accurate.
Support the Award Management Manager in coordinating with and working collaboratively with the MQAB's Forces Liaison Officers (FLOs) to : enable timely and accurate information management;
provide bespoke outputs to suit individual Service requirements; and maintain alignment with the Qualifications & Awards Director's intent.
Perform the role in ways that build positive, trusted and valued relationships with the learners, sections, Registered Training Providers (RTPs), the Armed Forces General Headquarters (GHQ) and other non-military external stakeholders including regulators, sector representatives, and other training providers.
Bachelor’s degree in education / training / data management or equivalent
At least 2 years in (Rank); or
At least 6 years of experience in learning / training data management
Preferably experience in VE RPL and credit systems
Skills, Languages, and communication requirements
Knowledge of VE Awarding Management
Knowledge of VECATS and equivalent schemes
Knowledge of VE across different sectors at a national or higher level
Relationship management skills
Organisation (and time management) skills
Effective verbal and written communication skills
Fluency in Arabic and English
