Role and Responsibilities
The responsibilities will include the management of all Middle-East programs, the adherence and application of the global program delivery processes through oversight and coordination of the Middle-East program delivery team;
including the management of the people hired or assigned to the group.
In this role, the Program Leader will be expected to :
Responsible for the Middle-East programs delivery (cost, schedule and quality)
Grow the business through additional product opportunities and manage shared IPT teams with region services leader in the Middle-East.
Lead, staff, manage, evaluate, and develop a team of project managers to ensure that a portfolio of projects is successfully completed as per objectives within time, cost, scope & quality constraints
Leads accurate budget and forecast planning for portfolios and ensures all costs are accounted for to drive precise financial management.
Autonomously manage the execution of a portfolio guided by broad organizational strategic objectives and project management methodology
Implement the use of project management best practices and apply company policies and processes.
Develop procedures and guidelines for executing project management
Responsible and accountable for a portfolio P&L.
Identify and resolve operational problems and minimize delays.
Evaluate and authorize changes that significantly impact the scope, budget, or timeline of a project
Review portfolio schedule, progress, risk, and major milestones with project managers and line departments.
Manage global project portfolio risk register
Act as prime customer contact as necessary on certain project matters such as negotiations, issue escalation, etc.
Manage relationships, communications and negotiations with customers and stakeholders (internal / external) as required
Increasing market share and profitability by identifying business opportunities with customers
Support sales and proposals for major bids. Assume role of Execution lead where necessary
Lead governance activities with executive management.
Maintain overall responsibility, coordination, and oversight of E&A Solutions Management and Bids and Proposals teams supporting the regional
Coordinate with E&A regional bids and proposals, solutions and product teams the development of strategic program solutions that meet customer
demand in collaboration with the region Sales & BD team.
Maintain standardized work flow and processes across the region (for both the L2A / Proposal and business development processes), and with the support of all D&S regions
Coordinate all departments involved (engineering, operation, program
management, technical services, etc.) as required and per policies for
Coordinate technically and programmatically sound resources and obtain additional required resources within a matrix organization to meet deliverables.
Within the approved operational budget, manage the program delivery group to ensure that CAE D&S ME has the resources in place that can support the different business needs of the region.
Leverages in-depth knowledge of comprehensive business / financial strategies throughout project and program lifecycle to execute successful planning and foresees trends and forecasts.
Evaluates the feasibility and profitability of services and projects, making hard decisions to cease the work if profitability cannot be achieved based on trends analysis.
Champions the selling of client-focused tailored solutions that enable CAE to stay ahead of the market.
Impact : Increasingly initiates collaboration and builds relationships with others across business unit / function / region and may be accountable for executing mid to long-term operational plans and strategies for technological solutions, products or projects within a business unit / function / region
Complexity of work : Analyzes complex issues and increasingly contributes to developing innovative solutions, processes and methods aligned with shifts in the market place and strategies
Degree of autonomy and people management : Works independently, receiving some operational and strategic direction regarding complex issues.
Provides operational and strategic direction and engages others in developing solutions and implementing strategies.
University undergraduate degree. (Business Administration, Commerce, or in an Engineering discipline, Computer Science, Applied Sciences or a related field of study)
PMP certification or equivalent accreditation is required
Masters product lifecycle and project management
Minimum of 15 years of relevant experience, with some in the Middle-East
being an asset.
Knowledge of CAE technical and operational practices, procedures and
products an asset
Proven track record of managing a team and implementing complex
Detailed understanding of individual and collective military training an asset.
