JOB SUMMARY :
The Project Controls Manager is responsible for all planning and scheduling efforts, cost estimating work, project cost control and status reporting for the project.
The Project Controls Manager will interface with the project team to provide support as needed for the project.
Two of his / her key direct reports are the Cost Controller and Planning Engineer
Project Controls Manager will be responsible for overall project controls including establishment of the Project schedule, manpower plan, progress plan, cost budgeting as well as for establishing the control procedures.
RESPONSIBILITIES / ACCOUNTABILITIES :
The management of the project cost control team including cost engineers, planners
Gathering and applying project controls best practices and lessons learned
Establish Work Breakdown and Project Coding Structures for the project.
Project cost and schedule development and its implementation throughout project.Establish and Maintain Progress and performance measurement and timelines
Establish and Maintain Cost control and forecasting methods, planning and scheduling
Evaluation of Contractor / s project control procedures and processes and integrate into the Company project controls environment.
Collecting, consolidating, analyzing, and reporting of project scope, cost and schedule information to ensure overall project status is assessed and potential problem areas identified for corrective action.
Establish Project Reports including key performance measures to track / report progress and trends.
Establish and maintain Management of Change processes.
WIP (work in place) reporting and updating of monthly cost reports with actuals and commitments.
Ensures ongoing effectiveness of project controls processes and systems.
Provides training, mentoring and ongoing project controls guidance to project team members
Supports the Business Lead in the development of : Company Plan inputs and relevant stewardship metrics. Internal and external project stakeholder communication and review materials Project Management System deliverables as applicable to project controls
Participates in : Project Procurement, Contracting, and Contract Administration activities to ensure they align with project controls processes and overall project objectives Independent project reviews and audits
QUALIFICATIONS / REQUIREMENTS :
Bachelor’s degree or equivalent
At least 15 years’ experience in Cost Control, Planning or Estimating of multi-disciplined projects
Ideally EPC, EPCM experience across a broad range of projects
Relevant experience in Project Controls Management
Strong knowledge of Primavera advanced
Minimum of 15 years of work experience in the Oil & Gas industry with at least 10 years in similar position.
