Provide financial advice and guidance to the Senior Management
Participate in strategic, financial planning
Research, prepare and submit the annual budget
Prepare detailed reports on financial matters
Provide professional and technical functions in order to ensure finances are managed according to legislation, policies and procedures and generally accepted accounting principles
Manage accounting and financial systems and maintain full and accurate accounting records
Conduct financial analysis and prepare detailed financial reports and statements
Provide financial and accounting advice, direction and leadership
Ensure compliance with financial legislation, policies and procedures and adhere to the terms of contracts and service and lease agreements
Respond to auditors’ comments concerning finances and operations and oversee required action to address deficiencies
Approve the Chart of Accounts and maintain commitment controls
Implement and monitor payment authority practices
Establish and maintain cash controls over the collection, petty cash and cash payments
Monitor department spending and recommend corrective actions as necessary
Manage investments and reserves
Reconcile general ledger accounts
Ensure proper safeguarding and maintain of fixed assets systems within the corporate office as well as the branches.
Establish and maintain internal controls to ensure compliance with financial legislation, policies and procedures.
Evaluate the performance of, and provide training and development opportunities for, Finance staff
Manage the maintenance and upgrade of financial, procurements, payroll and human resources information systems
Provide leadership by delegating tasks, responding to staff inquiries and providing overall direction to section employees
Experience / Education / Qualifications :
A university degree in Accountancy or Finance.
A relevant professional qualification in accountancy, finance from one of the following : Chartered Association of Certified Accountants / Institute of Certified Public Accountants / Chartered Institute of Management Accountants
At least 8 -10 years full-time experience in finance field gained within the last five years at a senior level in a multi-
disciplinary organization with a record of success in financial management linking service delivery to strategic objectives.
Practical Experience and Knowledge : in at least three of the following functional areas : · finance (budgeting, monitoring & reporting);
The incumbent must have proficient knowledge in the following areas : generally accepted accounting principles / computerized accounting / accounts payable and accounts receivables / fund accounting / preparation of financial statements / preparation of financial reports / payroll systems and reporting
The incumbent must have proficient knowledge in : an understanding of relevant financial legislation, policies and procedures
The incumbent must demonstrate the following skills : excellent leadership skills / excellent interpersonal skills / team building skills / well developed accounting skills / analytical and problem solving
The incumbent must demonstrate the following skills : decision making skills / effective verbal and listening / communications skills / attention to detail and high level of accuracy / very effective organizational skills
