SUMMARY

Manages contract with Foreign Prime Contractor (FPC) on behalf of AARInternational. Responsible for advisingand assisting FPC on all aspects of the subcontracts management includingproposal evaluation, fact finding, negotiation, subcontract administration, andsubcontract closure.

ESSENTIAL DUTIES ANDRESPONSIBILITIES

  • Responsible for contract management of BOA, Statements of Work, Offsetagreements, and other agreements between AAR and FPC as required.
  • Advises as assists FPC with subcontract management on a daily basis.
  • Responsible for management of numerous subcontracts for operations, IT,maintenance, and various services.
  • Evaluate / Negotiate / Manage assigned subcontracts to perform to theprograms specifications, quality, budget, schedule and earned valuerequirements.
  • Manage subcontractor timely delivery of services, SDRLs (SubcontractData Requirements List) or other deliverables required to fulfill thesubcontract.
  • Prepare and administer routine correspondence, negotiation memoranda,and subcontract documentation to ensure timely and coordinated submittal.
  • Prepare, organize and maintain contract records and files documentingsubcontract performance and compliance.
  • Present factual information, composes memoranda, minutes and reports,and drafts subcontract provisions and supporting documents.
  • Work with internal or external business teams on issues and developmentsrelative to assigned subcontracts.
  • Engage with program teams and customers to ensure that the program isalways executing to subcontract requirements (including cost, funding,schedule, and deliverable).
  • Review and analyze subcontract actions for identification ofdiscrepancies, risks, and concerns.
  • Examine and compare subcontract documents against proposals foraccuracy.
  • Initiate internal documentation to authorize and direct work inaccordance with standard operating procedures and contractual specifications.
  • Review complex solicitations and prepares specialized and / ornon-routine response for proposals, bids, and contract modifications.
  • Analyze significant, and / or unique subcontract requirements, specialprovisions, terms and conditions to ensure compliance with appropriate laws,regulations, and corporate policies and business unit procedure.
  • Analyze new law, regulation and contract trends for potential impact onbusiness unit goals and objectives.
  • Demonstrate a sound understanding of business agreements, i.e., offset agreements,teaming agreements, proprietary information agreements, etc.
  • along withunderstanding of management, organization, planning and controls.

  • Perform analyses for firm fixed-price, cost reimbursement and othersubcontracts.
  • Coordinate with Procurement to monitor and conduct procurementprocedures and techniques.
  • Recognize contractual issues in program performance, implementsolutions, carry to completion, while exercising good judgment with minimalsupervision.
  • Perform other duties as assigned.

  • QUALIFICATIONS

    To perform this jobsuccessfully, an individual must be able to perform each essential dutysatisfactorily. The requirements listed below are representative of theknowledge, skill, and / or ability required.

    Ability to obtain a UAE Work Visa

    EDUCATIONand / or EXPERIENCE

    Bachelor’s degree in Logistics,Supply Chain, Finance, BusinessAdministration, Public Administration or related discipline and / or minimum ten(10) years of prior related experience.

    Minimum seven (7) yearsprogressive Contracts / Subcontracts experience in the Government sector toinclude Foreign Acquisitions.

    Previous experienceContractor Purchasing System Reviews / Audits is preferred

    Strong knowledge andunderstanding of FAR, DFARS, ITAR, FCPA, Offsets, are preferred

    Experience administering USGcontracts / subcontracts required.

    Experience administeringforeign contracts / agreements required.
