We have an urgent requirement of Manager Subcontracting - EPC / EPCIC / ConstructionProjects , based in Abu Dhabi. Please find brief aboutthe Job mentioned below but not limited.
Job purpose :
Undertake or lead pre-awardsubcontracting activities and post-award administration forlocal / regional onshore or offshore EPCC / EPCIC / Constructionprojects.
To prepare subcontracting plans, evaluationof quotes and finalization of Comparative Statement, selection ofsuccessful bidders, keeping a frequent check onsubcontractor’s performance, timely payments and closingof agreements of subcontracted works.
Reporting lines and interactions :
Functionally reports to : Subcontract Department Manager
Operationally reports to : ProjectManager / Project
Key interactions (internally, externally) :
1. Internally : Project managers, project engineeringmanagers, tendering team, engineering discipline leaders,construction managers, accounts, project controls etc.
2. Externally : Subcontractors, Clients (if required)
Main accountabilities :
Prepare the ProjectSubcontracting Procedure as well as the master inquiry andsubcontract package. In conjunction with Legal Department, prepareflow down clause plan.
Evaluate quotes, seekclarifications, and finalize Comparative Statement Targets (CST)considering the approved budgeted quantity and cost and obtainapproval from Head IPBA.
Issues inquiries topre-qualified bidders and solicit quotes in time to meet theproject requirements.
Prepare inquirypackages for different subcontracting jobs including scope of work,terms of reference, BOQs, specification, scope of supply, conditionof contract and form of agreement.
Responsible for selection successful bidders and get the contractexecuted.
Ensure that record ofsubcontractors, whose contracts are either terminated or who areblacklisted, is communicated to Head Office.
Receive progress invoices from subcontractors and process them forrelease of payment including settle of the final account andrelease of bonds / guarantees etc.
Obtainpayable aging reports regarding subcontracts from Finance andeffect timely release of invoices.
Ensurethe effective achievement of business area objectives through thestrong leadership by setting individual objectives,managing performance, developing and motivating staff, provision offormal and informal feedback and appraisal in order to maximizesubordinate and the performance of the section.
Accountable to create a safe working environment, managerisks, reduce exposure to hazardous liability and ensureimplementation of QHSE policy.
Comply withall QA / QC standards (DIMS standards) as applicable to the companysystems, policies, procedures, and documents in order to deliverthe expected quality of work.
Act as thefocal point of contact with the Project team.
Supervise and leads the subcontracting team assigned tothe Project.
Provide training anddevelopment for assigned team member.
Formulate the Project Subcontracting Strategy based on the specificproject requirements, geographical constraints, GroupSubcontracting Principles etc.
Implementpolicy and procedure to ensure commercial ethical and compliance inthe placing and execution of subcontracts.
Define the prequalification criteria with the Project team
Ensure that the confidentiality of all subcontractinformation is strictly maintained.
Ensurethat the subcontracting activities are completed within theschedule and man-hour budgets.
Ensureconstant communication with Department Manager on all issues ofProject and for timely approval of all key documents and decisionsto be taken on subcontracting.
Provideassistance / support in relation to subcontracting / construction costestimate to proposal team for EPCC / EPCIC / Constructiontender.
