Job Role : Section HeadPlanning

The purpose of the job

Close management of activities for designingpay-for-success programs, including daily activities foridentifying and selecting the most urgent social challenges, anddeveloping an appropriate structure for pay-for-successcontracts.

Strategic planning

Assess the current situation to identify priority socialtopics to be addressed byusing pay-for-results by leveraging research,inputfrom relevant government departments and otherrelevant standards

Coordination with the Office ofSocial Monitoring andInnovation atthe DepartmentofCommunity Development to identify the most pressing social issues and challenges in Abu Dhabi

Settingstrategicpriorities for expected pay-for-results programs by leveraging research,input fromstakeholders and other relevant standards

Monitoring andsupervising the development of strategic plans andinitiatives toensure continuous improvement of pay-for-results programmes

Ensure cooperation with the relevant partners to ensure theimplementation of the activities and achieve the desired results inline with the strategic plan ofthe incubator sectorandsocial contracts.

Programme management

  • Review selected social topics andguide the coordination process with relevant government departments (e.g. Community Development Department, Department ofHealth, Education and Knowledge and other departments) toidentify key drivers, costs and long-termimpacts
  • Identify social targets to beachieved in coordination with relevant governmentdepartments
  • Determining the acceptable maximum payments for results in coordination withrelevant government departments
  • Develop key performanceindicators to measure social targets
  • Managing offering procedures, schedules and the overall structureof social contracts
  • Establishing payment mechanisms incoordination with the Social Investment Fund
  • Cooperating with the Communications Department to design acommunication plan and promote pay-to-success programs
  • Operational duties and responsibilities

    Institutional strategy

  • Managing plans to ensure smooth operations thatfacilitate the achievement of strategic objectives
  • Timely submission of data and reports to the Director ofManagement, and recommendation for operationalimprovements necessary tosupportplanning, decision-making and continuous development
  • Follow-up monthly and quarterly performance results, identifyperformance gaps and their consequences, and oversee thedevelopment of corrective actions ontheroot causes of gaps
  • Ensure that the department's priorities and plans areconsistent with the strategic objectives of thesector,and implement them at the specifiedtimes and within the established budgetand at thehighestquality
  • Financial and regulatorymanagement

  • Managing budget allocation at the divisionlevel to ensure full compliance with the budget, discovering anydeviation from the plan in a timely manner, and taking correctiveactions when necessary, in line with the approved governanceprocess
  • Consolidating all budget inputs to formulatethe department’s budget, and presenting them to thedepartment manager for approval and promoting theirconsolidation
  • Ensure that the policies and proceduresapplied to the department are implemented
  • Managing individuals

  • Manage the process ofdrafting workforce planning reports, talent plans and budgetsrequired for the division to ensure that the necessary numbers ofemployees are assigned to facilitate optimal operations.
  • Set performance management objectives for all subordinates, conduct mid-and-end reviews, monitor performanceandgive customized guidance when necessary to ensureperformance objectives are met
  • Identify the talentsrequired for pivotalroles from a succession management perspective to ensure business continuity, and coordinate with human resources to enroll in thenecessary programs
  • Bachelor'sdegree in a related discipline from arecognizedacademicinstitution, preferably a master's degree

    6 yearsminimum experience in a similar position in the communitydevelopment sector, including two years in a leadership position,and the need to have strategic planning experience
