Job Summary

The purpose of this position is to manage the bid pursuit lifecycle from qualified opportunities to Order for RFIs, RFPs, RFQs, Tenders and Proposals.

She / He will lead and direct high-value and priority ICT solution bids which require considerable matrix resources management and high levels of frequent customer / supplier interaction.

The bid manager is responsible for driving ICT propositions to market, and is responsible for assembling a bid response, whilst assigning individual responsibilities, identifying appropriate technologies needed and developing a successful bid.

The role holder interfaces with all areas of the ICT Solutions including end-users, distributors and vendors while ensuring adherence to quality standards and producing bid deliverables.

The role holder will also manage Service Orders, Change / Variance requests.

The role holder will manage the bids till handover to the delivery of WON opportunities to delivery team. She / He will manage the contract preparation with the stakeholders including partners / suppliers for the Master Service Agreements and service schedules.

She / he will play a key role in negotiating the contracts including the schedules, highlights risks and ensure all contracts are completed efficiently.

The bid manager will serve as point of contact with Legal in contractual matters and monitor contract compliance with established procedures.

She / He will also manage all associated treasury deliverables for bids and delivery not limited to Bank guarantee, Bid Bond, Performance Bond and Insurances as required.

This work is managerial in nature, needs to coordinate with other Managers inside the ICT organization and support teams from from EITC and partners and may require discussions, negotiations up to Senior Director & VP levels for approvals.

Qualifications, Experience, Skills And Competencies

Minimum Experience

  • Minimum 8 10 years of relevant ICT experience with at least 3-4 years in a bid management capacity, including all aspects of proposal development and bidding in Technology and / or Telecoms industry.
  • Demonstrated experience in a leading the bud pursuit cycles in multiple complex deals with TCV over 10M USD.
  • Multilingual in English and Arabic is preferable for success in this role with advanced technical & commercial writing skills.
  • Experience in contract drafting and legal documents such as Master Service Agreement, NDA’s etc is essential.
  • Experience in project delivery is desirable.
  • Experience at working both independently and in a team-oriented, collaborative environment is essential.
  • Advanced user of MS Office suite and have created / standardised templates.
  • Minimum Education

  • Bachelor’s degree in IT, Telecom or Engineering with preference for post-graduation.
  • APMP® certification in Bid & Proposal Management or equivalent.
  • Knowledge And Skills

  • Ability to effectively prioritize and execute tasks in a high-pressure environment is crucial.
  • Must have a high level of computer literacy and experience of using MS Office, MS Project.
  • Strong proficiency in communication, negotiation, project scope and management skills.
  • Time management, efficiency, the ability to meet deadlines and work with minimal supervision.
  • Strong project management and delivery experience, ideally in the ICT products and services.
  • Verbal, written and spoken fluency in English. Communication skills in Arabic is essential.
  • Excellent presentation skills.
  • Positive team player with independent and team-working and time / people management skills.
  • Strong organizational commitment, achievement motivation and flexibility with an ability to work under pressure and to tight / challenging deadlines.
  • Highly organized and self-driven with strong project monitoring, execution, implementation & deliverables management skills.
  • Strong ability to think A to Z and identify risks, dependencies, assumptions and constraints impacting any bids undertaken .
  • Demonstrable experience and capability to manage bids using a credible Project Management Methodology with a track record of delivering ICT programs or projects.
  • Possess sound understanding of concepts and principles in bid management and a basic knowledge in other subjects or disciplines, which are relevant to the content of the bid.
  • Effectively employs communication and diplomacy skills to persuade and influence with a growing ability to engage and inspire clients at peer level.
  • Effective ability to manage and direct selected stakeholders.
  • Creative, adaptive, flexible and responsive to changing organizational needs.
