Main Scope

HSE Officer provide site safety leadership, ensure facility compliance with corporate safety standards, implement safety directives, improve safety performance, and ensure facility safety policies and procedures are aligned with governmental regulations.

Knowledge

  • Knowledge of QMS and other quality & excellence standards

  • 5 to 8 years of experience in a reputable organization

  • Duties & Responsibilities

  • Stimulate site / location teams, to carry out specific HSE-MS implementation tasks.
  • Provide feedback to leaders on site on their behaviors, and opportunities to improve.
  • Cascade Learning from Incidents, best practices, drive consistency and standardize HSE practices in Development Teams according to Group, Regional and company guidelines.
  • Make input to the HSE Performance Measurement from the Project team and check consistency in data reporting and interpretation.
  • Monitor and maintain HSE performance on site and propose enhancement measures to the Major Project HSE lead as required.
  • Support HSE assurance process.
  • Support the buildup and delivery of HSE plans towards realization of continuous improvement of HSE performance in Projects
  • Identify training requirements, organize, coordinate and supervise HSE Training.
  • Conduct HSE awareness campaigns in the form of presentations, safety talks directing HSE staff to this objective.
  • Facilitate, conduct HSE Risk Assessment
  • Monitor contractor / subcontractor performance and report management deviations.
  • Driving best practices in HSE-MS for all contractors engaged in projects and operations in remote location
  • Assuring the effectiveness of HSE-MS throughout project life cycle.
  • Ensure safety and health requirements of factory personnel and safety of factory premises as per regulations and standards for Health & Safety as set by the Ministry of Labor, KSA Municipality and Civil Defense
  • Provide proper Safety Training Program for workers regarding health issues and proper use of equipment to ensure safety in accordance with SKM Safety Policies / Procedures.
  • Daily Monitoring of workers to ensure that they are following Safety Standards and Practices, Rules and Regulations in accordance with SKM Safety Policies / Procedures & Practices.
  • Maintain zero tolerance on unsafe work practices.

  • Prepare and maintain Safety Report on a monthly basis to ensure affectivity of the implemented Safety Guidelines and Practices.
  • Head Safety Meeting with the Safety Committee Members to tackle safety issues. Advice and coordinate with all the departments regarding safety matters on all stages of the project
  • Conduct investigation of all accident / dangerous occurrences and recommend appropriate corrective measures and actions.
  • Conduct inspections, observation of work method systems, devices and equipment to detect and avoid possible hazard and company loss.

  • Plan procurement of Personal Protection Equipment (PPE), Medicines and safety devices and inspect before use.
  • Implement strict guidelines, give warnings and impose disciplinary actions to ensure safety for a safer & cleaner work practices in the company.
  • Record, review, develop and maintain above-mentioned work. Suggest system improvements & amendments to existing Safety Policies / Procedures and Guidelines, Safety Instructions, Environmental and Health Issues
  • Plan, carry out and ensure effective implementation of QHSE internal audits and NCR procedures and follow-up Corrective and Preventive actions were Non-compliance is found.
  • Follow the rules of ISO 41001 & OHSAS 18001
  • Any other tasks related to his work or requested by the management.
