Department Definition

The role of the Event Operations department is to manage activities across the event delivery of Expo 2020. Event Operations includes the following service areas : (1) Accreditation, (2) Cleaning & Waste Management, (3) Guest Services, (4) Logistics, (5) Site Management, (6) Transport Traffic & Parking and (7) Venue Operations.

Opportunity Responsibilities

The purpose of the Vehicle Access and Parking Permit (VAPP) Programme Manager is to manage all operations and departmental activities related to VAPP scheme.

Maintain, monitor and coordinate the service planning for the Transport Traffic and Parking (TTP) Functional Area, ensure integration with other Event Operations Functional Areas and other business departments.

The main responsibilities of this role will include :

  • Actively lead and contribute on the development and implementation of the onsite Vehicles Access and / or Parking Permits (VAPPs) and site transport access operational plans;
  • Deliver Expo specific VAPP scheme taking into consideration all factors surrounding the guests and suppliers’ journey;
  • Manage VAPP system and the supporting tools and systems and ensure integration with other systems / platforms within Event Operations department and other Expo 2020 departments;
  • Engage with all stakeholders effectively; collect requirements, update and maintain VAPPs database, and assist with the distribution of VAPPs to all guest groups;
  • Work closely with key partners and service providers to monitor and ensure VAPPs activities are being executed in alignment with the contractual requirements;
  • Work closely with the relevant local authorities and Expo Security Department in the implementation of the Vehicle Permit Checkpoints (e.
  • g. at vehicle screening areas).


  • 6+ years’ experience in Vehicle Access and / or Parking Permit Programme as well as :
  • A Bachelor’s Degree (and / or Master’s degree);
  • Attention to detail and efficiency in accurate record keeping and data analysis;
  • Proven ability to deliver on the ground operations, and written detailed reports;
  • This position requires a person that has already participated, for
  • Experience in working with government partners and stakeholders;
  • Traffic operations planning background;
  • Knowledge of a previous major event planning, coordination and delivery.
