SUMMARY OF FUNCTIONS This individual is responsible for ensuring that winning solutions are contained in the proposal documents and oral presentations in a creative compelling and compliant manner This individual is expected to take endtoend ownership and command of proposal writing preparation publishing submission and negotiation processes MAJOR DUTIES AND RESPONSIBILITIES Acts as the company representative for proposal writing preparation publishing and submission matters Interfaces cordially and professionally with clients on an ongoing basis Communicates preapproved corporate positions in a timely manner Negotiates with clients when authorized and ensures communications are consistent with stated objectives Ensures clients understand negotiated items are subject to higher review and approval Acts as the major focal point for internal bid no bid decisions Obtains and documents opinions of designated GSCS representatives and prepares a decision document for senior management approval Responds to customer market survey requests requests for information sources sought notices presolicitation notices etc Drafts and reviews NonDisclosure Agreements and Teaming Agreements Acts as the company focal point for agreement definitization Requests and obtains solicitation documents from customers Remains current on all solicitation amendments and modifications Prepares proposal outlines based on solicitation documents Communicates proposal preparation requirements and status with senior management Prepares consolidates and submits solicitation questions Prepares initial list of proposal cost elements based on SOW PWS requirements Obtains functional manager inputs to that list and provides the list along with solicitation pricing formats to GSCS pricing managers Obtains pricing from GSCS managers and integrates that pricing into final proposal Participates in customer preproposal meetings and site visits Issues reports detailing major discussion items competitor participation customer hot buttons and customer decision makers Leads and proactively participates in formal proposal kickoff and review meetings Advises on winning strategies Acts as the lead person responsible for task order proposals and large multi faceted proposals that include oral presentations technical volumes past performance volumes experience volumes price cost volumes and management volumes Obtains consolidates and integrates proposal content from functional managers project managers subject matter experts and other company personnel Frequently writes proposal content when not available from other sources Rewrites and formats content when necessary to ensure consistency proper grammar correct spelling and professional appearance Publishes final proposals in written and electronic formats Performs quality check of all proposal sections and volumes Responsible for accuracy and quality Ensures proposals are 100 compliant with solicitation requirements Submits proposals to customers in a timely manner Followsup to confirm receipt Creates and actively participates in oral presentations Leads postsubmission efforts such as Best and Final Offers BAFOs Evaluation Notices ENs Final Proposal Revisions FPRs etc Requests postaward debriefings from customers Documents results of debriefings in a report to management Actively participates in postaward preperformance meetings Provides contract copies and contract summaries to GSCS project managers affected departments and senior management Identifies unique contract requirements Ensures proper handoff to Contract Administration Assembles complete thorough and current cradletograve proposal writing preparation submission and negotiation files and ensures they are maintained in logical formats suitable for easy retrieval and review by authorized company officials Ensures access to proprietary information is limited to persons authorized in writing by senior management Creates updates and maintains a status sheet of open proposal activities for management review Works with Business Development and Contract Administration to ensure status sheet also includes capture timeline on recompetition of existing contracts Works with Project Managers and Contract Administration to obtain proposal content such as metrics and photographs on an ongoing basis Assists with the hiring of subordinate proposal writing personnel Supervises and manages their activities once hired Prepares and issues proposal preparation Standard Operating Procedures Handles proprietary and competitionsensitive information appropriately Prepares and issues instructions on the handling and protection of this information Prepares and adheres to approved proposal style sheet Helps prepare and conduct generic and projectspecific briefings Assists Business Development with the identification of new business opportunities through the use of public domain sources i e FedBizOpps and commercial sources Participates in company meetings as required Travels to regional locations and meets with GSCS managers and customer representatives Works closely with GSCS functional departments Contract Administration Finance Human Resources etc to assure an integrated approach Complies with company policies and procedures and other practices set forth by upper management Performs other duties as required
